Prof J P Singh Joorel is presently heading the Bhaderwah Campus of University of Jammu, Jammu, J&K as its Rector and working as Professor of Statistics in the University. Prior to this He successfully headed the INFLIBNET Centre (An Autonomous Inter University Centre of University Grants Commission, Ministry of Education, Govt of India) Gandhinagar, Gujarat as Director (VC Rank) for five years, where several projects of national importance in the field of database management, software development, human resource development, e-resource management, open access, e-learning and e-content development, e-governance, web services, access management, ranking and accreditation, automation of university libraries are being executed including several e-Governance related projects of MoE/UGC/NBA/AIU etc.

He obtained his Master Degree (1985) from Agra University, M Phil (1986) from Meerut University and Ph D (1989) from Agra University. He has vast experience, 38 years, of teaching, research and administration and served at various Universities such as Jammu University, Jammu, Dr Y S Parmar University of Horticulture & Forestry, Solan, HP, Panjab University, Chandigarh, Agra University (Agra College) & U P Government etc. He served on various positions like Director, UGC-HRDC, Head of Department, Dean of Faculty, OSD Examinations etc. He has vast exposure of Higher Education Institutions and immensely contributed to their management by serving as Member on Council, Planning and Monitoring Board of Central/State Universities including Indian Statistical Institute, Syndicate, University Court and Executive Council, ICT Committee of NAAC, Academic Council of Consortium of Educational Communication (Inter University Centre of UGC), Empowered Committee of UGC-CARE, Implementation Core Committee of NIRF and Framework Development Committee etc. Remained Member in different Committees for implementation of NEP-200 and headed the Expert Committee to Carry out the System and Process Audit of NAAC.

He has widely travelled and visited U.S.A., Australia, Portugal, Thailand, Taiwan, Malaysia for academic pursuits and participated in several international programmes/seminars/conferences as Chairperson of technical sessions, invited speaker and delegate.

Also remained Member of Search Committees constituted for appointment of Vice-Chancellor of some Universities
